By Ngozi Anosike

The Rivers State Government said it has budgeted N427billion for 2012 fiscal year.

The executive governor of the state, Rt Hon Rotimi Amaechi disclosed this while presenting the 2012 appropriation bill to the Rivers State House of Assembly.

The budget which is christened “Budget For Resource Utilization” is N119bn higher than that of 2011 with its capital expenditure estimated at N314.27billion against N268.76bn in 2011, an increase of N43.5bn over that of last year while recurrent expenditure is estimated at N112.73 billion which is N33.61bn less than the 2011 recurrent expenditure of N146.34bn.

Hon Rotimi informed the lawmakers that the size of the proposed budget has been limited by available resources as some debts needed to be incurred to complete critical projects that will contribute to the attainment of government's objectives and for the best interest of the people.

Economic sector has the highest allocation of 99.14bn which is 31.54% of the budget, followed by social sector has 105.65 which is 33.61%, Environment and Urban Management N23.81bn which is 7.6% while 81bn which is 25.77% is allocated to Establishment Planning, Finance and Administration.

Rivers State House of Assembly has 3.01billion which is 0.96 allocated to it and judiciary N314.26million which is 0.1% of the total budget.

Explaining the allocations Governor Amaechi stated that the budget is focused on completion of the ongoing projects in the state, adding that he will continue along the lines government has trodden to address developmental issues in the critical sectors.

Responding the speaker of the house, Rt Hon Otelemaba Amachree enjoined him not to embark on new projects but focus on the completion of all on going projects, noting that some of the newly constructed roads are poorly constructed. He urged him to direct the contractors to work according to specification.

He also asked him to complete and furnish the model schools and health centres that are not yet completed and assured him that the appropriation bill will be given the attention it deserves by the house.###
