Public Procurement Law: Contractors Get Over 30% Mobilization Fees

Rivers State contractors and suppliers are to enjoy approval of more than 30% mobilization fees from the state executive council.

This is sequel to the passage into law the Rivers State Public Procurement Amendment Bill 2021 by Rivers State House of Assembly.

Commencing debate on the bill Majority Leader, Martin Amaewhule said the bill seeks to amend section 32 of the principal law number 4 of 2008 to make room for the State Executive Council to approve more than 30% mobilization fee for contractors who require it for effective performance.

Martin Amaewhule who explained that the law does not convey absolute right to contractors stated that the amendment became necessary because the conditions prevalent in 2008 are not the same presently.

Other lawmakers who spoke including Michael Chinda of Obio/Akpor constituency 2 and Solomon Sokulu of Abua/Odual constituency supported the view of the Majority Leader, adding that the bill is necessary because of the type of contractors in the state presently.

According to them, their support is based on the single market economy where inflation rate has increased from 16.33% to 17.03 while noting that what can be purchased with a particular prize today may not be the same prize in the nearest future.

The chairman of the committee of the whole Rt. Hon. Ikuiyi Owaji Ibani while rising from the committee stated that members agreed that the amendment became necessary due to the inflation rate in the country.

He further, stated that the essence of leadership is to add value to what is existing and advocated for double efforts to bring more development to the state which according to him will be made possible with the amendment of the bill.

The law when a assented to will be cited as Rivers State Public Procurement Amendment Law 2021.
